Tommy Fulcher has served as president and chief executive officer of Economic and Social Opportunities Inc. in San Jose since 1982. ESO is a not-for -profit organization focused on community development with emphasis on helping low-income individuals acquire self-sufficiency. He has also served as chairman of the Santa Clara County Urban League and as the president of the San Jose NAACP.
